[Release Notes] August 2026: CICC, NTC, GPPB, File Upload, DocDraft, and more

As of August 2026, Anycase’s library includes an additional 605 documents, with a key focus on the CICC, GPPB, NTC, CTA, and COA additions.
Starting August 2026, issuances from the Government Procurement Policy Board (GPPB), National Telecommunications Commission (NTC) and the first edition of the 2021 Citizen's Charter from the Cybercrime Investigation and Coordinating Center (CICC) are now available to all users.
By incorporating these new CICC, NTC and GPPB issuances, Anycase now better supports lawyers working in cybercrime, telecommunications regulations and government procurement who rely on current administrative issuances, procedures and procurement rules.
Key Additions Include:
Cybercrime Investigation and Coordinating Center (CICC):
2021 Citizen’s Charter, which features the formalization of streamlined, time-bound procedures for a wide range of cybercrime-related services, including investigation, complaint processing, and inter-agency coordination.
Government Procurement Policy Board (GPPB)
Procurement Guidelines During Election Period (GPPB Circular No. 1-2024), which enumerates the explicit prohibition on the release, disbursement, and expenditure of public funds for new public works, social welfare, and housing related projects during the election period with clear exceptions and procedures for exemptions.
Blacklisting Orders and Online Blacklisting Portal (GPPB Circular No. 03-2020), which highlights the mandatory use of the Online Blacklisting Portal (OBP) for posting and updating the status of blacklisted entities, replacing manual submissions to the GPPB. This ensures real-time, centralized access to blacklisting information and automates the delisting process upon lapse of the penalty period or by lawful order.
Temporary PCAB License in Procurement (GPPB Circular No. 04-2019), which enumerates the categorical disallowance of Temporary PCAB Licenses as an eligibility or documentary requirement in all government procurement activities, requiring only valid PCAB licenses for participation. This shifts prior practice by closing any perceived loophole that allowed contractors to participate with only a temporary license.
National Telecommunications Commission (NTC)
Rules and regulations on the selection of a new player in the public telecommunications market (Memorandum Circular No. 09-09-2018), which introduces the adoption of the Highest Committed Level of Service (HCLos) model, which ranks applicants based on quantifiable commitments to population coverage, broadband speed, and capital/operational expenditures over a five-year period.
Harmonization and rationalization of spectrum user fees (Memorandum Circular No. 003-03-2026), which is the overhaul of the SUF structure, introducing standardized, bandwidth-based annual fees for key frequency bands and a revenue-based SUF for satellite service providers, replacing the previous per-station fee model.
Eligibility criteria for DTIP’s under the Konektadong Pinoy Act (Memorandum Circular No. 002-02-2026), which establishes the unified, segment-based registration and authorization system for all DTIP’s including non-traditional and community-based network operators, with differentiated requirements based on network segment.

New features and releases
File Upload
With File Upload, you can now upload .DOCX documents, .TXT files or .PDF files and work with them directly on Anycase. This means you can ask focused questions directly, Anycase will treat your uploaded files as a source and you can provide deeper context for comprehensive research.
Through the Files page, you can manage uploaded files in one place. Any file you upload is exclusively available to you.
DocDraft
Move from finding the law to working with it, in the same workspace. With DocDraft, you can now draft first pass documents and legal memos with built in legal context and the necessary provisions.
DocDraft now shows when it’s saving, keeps the edit action available, and preserves formatting more reliably. Full-document rewrites, list edits, and tracked changes can now be undone, making it easier to try a drafting change and return to the previous version when needed.
Provide feedback on an answer
The thumbs up and thumbs down are available for you to quickly give feedback on an answer without leaving the research workflow.
Focus the source reader on specific source text
Open or download the source to read the source text directly and you can use the chat when you want a separate explanation. This makes it easier to identify the primary source’s wording from Anycase’s explanation when checking a citation.
Select all or remember source categories
Now you can select or clear all source subcategories at once and this selection continues after submitting a query. You no longer need to re-select the same categories each time.
Continue longer conversations
A single research chat can now continue up to 100 messages. Keep asking follow-up questions in the same chat and retain earlier context.

Correct case-number labels via the eLibrary reader
We fixed a labeling issue in the eLibrary reader. It’s now easier to check and review the underlying text.
When using DocDraft, full document rewrites and list edits can be undone
Now you can use the undo button to return to the prior draft or disregard the change when you don’t want it.
Unsupported reader controls are hidden
We have disabled an empty file search and receive error signals for PDF-frame errors. Now you can choose a supported action instead and upload a replacement file when the reader reports an error.
Draft formatting stays consistent
Formatting is no longer reapplied incorrectly. Tables remain readable in dark mode and the edit action stays available on a rendered draft.
Missing text during document processing has been resolved
We fixed the incident where a document could remove or miss text after a horizontal separator. Now a source or a drafted document is unlikely to omit any text when it’s read or cited.
